Government outlines relocation plan following internal review

FRANCISTOWN, Botswana — The Botswana government has announced plans to relocate more than 400 undocumented immigrants from the Francistown Centre for Illegal Immigrants to the Dukwi Refugee Camp, according to Minister of Justice and Correctional Services Nelson Ramaotwana.

The announcement was made May 12 during a visit by Ramaotwana and Assistant Minister Augustine Nyatanga to the Francistown facility. Officials said the decision follows a February visit by Nyatanga, who compiled a report based on concerns raised by individuals at the center, including those seeking refugee status.

Officials cite legal and welfare considerations

Ramaotwana said the relocation decision was based on consultations and the assistant minister’s findings, as well as concerns raised by First Lady Kaone Boko, who had previously visited the center. Boko highlighted the conditions facing children at the facility.

Ramaotwana stated that detaining individuals without formal charges or convictions raises legal and ethical concerns. He noted that the Francistown facility operates under conditions similar to a correctional center, and said the move to Dukwi is intended to provide improved living conditions consistent with Botswana’s constitutional protections against inhumane treatment.

Authorities address health and oversight issues

Shathani Thela, Botswana Prison Services divisional commander, expressed support for the relocation, stating that prolonged detention has contributed to mental health challenges among some individuals at the center. Thela called for a standardized framework for managing immigration detainees and asylum seekers, emphasizing the importance of regular case reviews and additional protections for vulnerable groups, including minors and individuals with disabilities.

Public reaction and next steps

Some individuals at the Francistown center have expressed support for the government’s decision. One 12-year-old from the Democratic Republic of Congo told local reporters he was thankful for the planned move and acknowledged the support of the First Lady.

The relocation to Dukwi Refugee Camp is expected to take place in the coming weeks. Government officials say the transition aims to improve conditions for undocumented immigrants while aligning immigration procedures with human rights guidelines and national legal standards.
