Amnesty International Reports Potential War Crimes by M23 Rebels in Eastern DRC

PoliticsAmnesty International Reports Potential War Crimes by M23 Rebels in Eastern DRC

CONGO — On May 27, 2025, Amnesty International released a report accusing the March 23 Movement (M23) rebel group of committing serious human rights violations in the eastern Democratic Republic of the Congo (DRC). The report alleges that M23 forces engaged in unlawful killings, torture, and enforced disappearances in areas under their control, including the cities of Goma and Bukavu.

Allegations of Human Rights Violations

Amnesty’s findings are based on interviews conducted between February and April 2025 with 18 former detainees held by M23 forces. The individuals reported being detained without due process, subjected to beatings and torture, and confined in overcrowded facilities lacking sufficient food, water, medical care, and sanitation.

Several witnesses described executions of fellow detainees and the inability of families to locate missing loved ones, pointing to cases of enforced disappearance. According to the report, these actions constitute potential war crimes under international law.

Context of the Conflict

Eastern DRC has long been destabilized by conflict involving more than 100 armed groups, with M23 emerging as one of the most powerful factions in recent years. The group, which has reportedly received support from neighboring Rwanda, has seized large portions of North and South Kivu — mineral-rich provinces critical to the region’s economy.

In early 2025, M23 fighters captured the cities of Goma and Bukavu, displacing more than a million people and exacerbating the humanitarian crisis. The occupation has drawn condemnation from the Congolese government and international observers.

International Response and Mediation Efforts

The United Nations and several human rights organizations have voiced concern about the deteriorating human rights conditions and growing violence. Diplomatic efforts are underway to mediate a resolution between the DRC government and M23. The United States is currently facilitating negotiations that include potential mineral trade deals as leverage for the withdrawal of M23 and Rwandan forces from occupied areas.

Amnesty International has called for full investigations into the alleged abuses and for accountability measures to be enforced. “Civilians must be protected, and those responsible for war crimes must face justice,” the report urges.

Ongoing Crisis and Global Attention

The situation in eastern Congo remains fluid and dangerous. Civilians continue to bear the brunt of the violence, with humanitarian organizations reporting increased displacement, malnutrition, and trauma. The involvement of regional powers and competition over valuable mineral resources further complicates efforts to achieve lasting peace.

According to GhanaWeb, international monitors are closely following developments and pushing for mechanisms that prioritize human rights and long-term stability.

As the conflict continues, the international community is urging both transparency and action to address the widespread abuses and prevent further escalation in one of Africa’s most volatile regions.
