Bank of England Official Links UK Wage Hikes to Youth Jobless Rate

BusinessBank of England Official Links UK Wage Hikes to Youth Jobless Rate

A member of the Bank of England’s Monetary Policy Committee, Catherine Mann, stated that increases in the United Kingdom’s minimum wage for younger workers have contributed to a rise in unemployment for that demographic. The comments were made during an interview with The Sunday Times, published on Oct. 23.

Mann, who has served on the committee since 2021, identified what she described as a trend in employment data following recent adjustments to the national wage floor. Her remarks focused on the potential impact of these government-mandated pay increases on the labor market for workers in their late teens and early twenties.

The United Kingdom’s minimum wage structure includes different tiers based on age. The primary rate, the National Living Wage (NLW), applies to workers aged 21 and over. On April 1, 2024, the NLW increased by 9.8% to £11.44 per hour. This followed a 9.7% rise in the previous year. Rates for younger workers also increased, with the minimum wage for 18 to 20-year-olds rising to £8.60 per hour.

According to the Office for National Statistics (ONS), the UK unemployment rate for people aged 16 to 24 was 13.1% in the period from June to August 2024. Official data has shown fluctuations in this metric over the past several years.

The UK government implements annual minimum wage increases based on recommendations from the Low Pay Commission (LPC), an independent body composed of academics, business representatives, and union officials. The government has stated its objective is to raise living standards and ensure work pays without significant negative effects on employment. In its reports, the LPC provides analysis on the economic impact of its recommendations.

The relationship between minimum wage levels and employment is a subject of ongoing debate among economists. Some economic studies suggest that significant wage increases can lead employers to reduce hiring, cut hours, or slow job creation, particularly for less experienced or younger workers.

Other research and organizations, including trade unions, argue that the employment effects of minimum wage hikes are minimal and are outweighed by the benefits of reducing poverty and stimulating consumer demand. Groups such as the Trades Union Congress (TUC) have consistently advocated for higher minimum wage rates, stating they are a crucial tool for supporting low-income households.

Mann’s comments contribute to this long-standing discussion from her position as one of the nine members responsible for setting the UK’s main interest rate. The Monetary Policy Committee monitors wage growth as a key factor influencing inflation and overall economic stability.
