WorldPhilippines: Monsoon Impacts 3.7M Amidst Low Household Savings

Government agencies have reported that recent weather events, including the southwest monsoon enhanced by two tropical cyclones, have affected more than 3.7 million people across the Philippines. The impact of these events comes as a national survey from the country’s central bank indicated a majority of Filipino households do not have savings.

The National Disaster Risk Reduction and Management Council (NDRRMC) released data detailing the effects of the southwest monsoon, locally known as the “habagat,” which was intensified by Tropical Storms Luis and Maymay. According to the agency’s situational reports, the weather disturbances impacted individuals across multiple regions, leading to infrastructure damage and agricultural losses. The NDRRMC has been coordinating with local government units to manage the response, which includes providing aid to displaced families.

In a separate report, the Bangko Sentral ng Pilipinas (BSP), the central bank of the Philippines, released its Q3 2022 Consumer Expectations Survey. The survey found that 68.6% of Filipino households did not have savings during that period. This figure represents an increase from the 67.9% reported in the second quarter of the same year.

The BSP survey cited several reasons provided by respondents for the lack of savings. These included insufficient income, a rise in household expenses, and the absence of any remaining funds after meeting essential needs. The survey provides a statistical overview of household financial preparedness in the country.

In response to the weather-related incidents, the Department of Social Welfare and Development (DSWD) has been leading relief operations. The agency reported the distribution of family food packs and other non-food items to affected communities. The DSWD stated that it maintains stockpiles and standby funds to augment the resources of local governments during emergencies.

Official government figures on the monetary value of damage to agriculture and infrastructure are still being consolidated by the NDRRMC. The affected regions are primarily agricultural hubs, and the Department of Agriculture is assessing the full extent of the impact on crops and livestock. The government has not issued a comprehensive statement connecting the weather events to the household savings data, but the reports from the NDRRMC and BSP were released within a similar timeframe, providing context on the conditions present during the recent typhoon season.
