Iran’s government summoned Ukraine’s top diplomat in Tehran on Sunday, July 26, to protest a Ukrainian military strike on Iranian commercial vessels in the Caspian Sea. The Iranian Foreign Ministry described the action as a “hostile and criminal act,” while Ukrainian President Volodymyr Zelenskyy stated the strikes targeted vessels used for military transport.
According to Iran’s state-run Islamic Republic News Agency (IRNA), the foreign ministry conveyed its “strong protest” to the Ukrainian chargé d’affaires. The IRNA report also stated that the attack resulted in the death of one sailor and injured several others.
The protest followed a statement on Saturday from President Zelenskyy. In a post on the social media platform X, Zelenskyy announced that Ukrainian forces had “achieved very strong results with long-range strikes in the Caspian Sea.” He specified the targets included “vessels used in military cargo shipments involving Iran, as well as a warship.”
The Caspian Sea is bordered by both Iran and Russia. The incident occurs in the context of the ongoing conflict in Ukraine, where Russia has utilized military drones that Western governments and Kyiv have identified as Iranian-designed.
Iranian officials have previously acknowledged sending a limited number of drones to Russia before the full-scale invasion began in February 2022 but have maintained they were not supplied for use in the conflict. Both Russia and Iran have sought to increase their economic and military cooperation.
Details regarding the specific vessels targeted or the extent of the damage have not been independently verified. Both governments have issued their respective statements, but neither has provided further evidence concerning the strikes or the alleged military nature of the cargo. The situation marks a direct diplomatic confrontation between Tehran and Kyiv over military action in a region outside the primary theater of the war in Ukraine.
