President José Raúl Mulino Quintero of Panama completed a three-day state visit to Singapore on Oct. 5, 2026, meeting with Singaporean President Tharman Shanmugaratnam and other officials to discuss bilateral cooperation. According to official statements, the visit, which began on Oct. 3, focused on strengthening ties in trade, maritime affairs, and sustainability.
The visit marked President Mulino’s first trip to the city-state as head of state. He was formally welcomed at the Istana, the official residence and office of Singapore’s president, where he was greeted by President Shanmugaratnam. The ceremony included an inspection of a guard of honor.
During the visit, President Mulino held meetings with President Shanmugaratnam and other senior Singaporean officials. Discussions centered on mutual interests, particularly in the maritime sector. Both Panama and Singapore are global maritime hubs, home to the Panama Canal and the Port of Singapore, respectively—two of the world’s most critical points for international shipping and trade.
Official summaries of the meetings indicated that the leaders reviewed the current state of bilateral relations and explored opportunities for further collaboration. The key areas of discussion included enhancing trade links and sharing expertise on sustainable development and port management.
Panama and Singapore established diplomatic relations in 1982. The two nations share economic interests as major logistics and financial centers. The state visit was framed by both governments as an opportunity to reinforce these long-standing ties.
President Mulino’s agenda included engagements related to Singapore’s port operations and urban planning. The visit concluded with affirmations from both sides regarding the continued partnership between the two countries. No new formal agreements were announced during the visit.
