Rwanda has installed a nationwide digital identification system that is state-of-the-art in biometric technology.
On public registration started August 7, 2025, with the collection of biometric data expected to end by mid-September and card distribution going on until June 2026.
The name of the project, “Rwandacard” gives three alternatives: a real card, a digital one, and a unique permanent authentication number. The Single Digital Identification System features an Automated Biometric Identification System integrated with a single registry to not only eliminate duplication of records but also allow instant verification and simplify the production of cards.
The digital identity project, as stated by government officials, is said to be the cause of the removal of the greatest obstacles to the use of both public and private services, while at the same time improving security.
But, the system will be allowing the authorities to have deeper access to the citizens’ data, thus, there are some privacy issues that need to be addressed for users.
The whole plan is calculated to be $38 million, with $8.5 million set aside for the 2025/26 fiscal year. The National Identification Agency is in charge of the implementation process across the country.
Registering at the Rwanda International Trade Fair was among the first registration activities, and it enabled residents to register for the new identity documents.
The phased rollout plan guarantees systematic deployment throughout the country, with the target of full operational capacity next summer.
