In a move that has sent shockwaves through international legal and diplomatic circles, U.S. President Donald Trump has proposed formally recognizing Crimea as part of Russia as part of a broader peace plan to end the war in Ukraine. The idea, introduced in April 2025, has faced swift condemnation from legal experts, human rights advocates and European allies, who warn that such recognition could undermine international law and embolden territorial aggression.
According to Iryna Marchuk, an associate professor of international criminal law at the University of Copenhagen, legitimizing Russia’s annexation of Crimea would set a dangerous precedent. “It’s a very dangerous precedent if such things are even included in the agenda of peace negotiations,” Marchuk said, noting that territorial acquisition through force violates established international norms.
Experts caution that acknowledging Russia’s claim could derail ongoing war crimes investigations related to the Ukraine conflict and weaken the legal framework meant to deter countries from redrawing borders by force.
Ukrainian officials have strongly rejected the proposal. President Volodymyr Zelensky has reiterated that Ukraine will not cede any territory, including Crimea, under duress. Mustafa Dzhemilev, a leading Crimean Tatar figure and former Soviet dissident, described the idea as a betrayal of Crimea’s ethnic minorities, citing the historical persecution of Tatars under Russian rule.
European allies, including Germany and other EU members, have also raised concerns that the U.S. plan concedes too much to Moscow and risks compromising Ukraine’s sovereignty and the integrity of international law.
Legal scholars say that recognizing Crimea as Russian territory could obstruct future prosecutions for war crimes and crimes against humanity committed during the conflict. They warn it could also embolden other nations with territorial ambitions, further destabilizing global peace and security.
Trump’s proposal has ignited a firestorm of criticism, with observers highlighting the grave consequences it could have for the international rules-based order. The international community remains watchful as debates over Ukraine’s borders and the future of European security continue.
