US Offers $10 Million Reward for ISIS-Somalia Financial Network Intelligence

PoliticsUS Offers $10 Million Reward for ISIS-Somalia Financial Network Intelligence

The U.S. Department of Justice has announced a $10 million reward for information on the financial network supporting ISIS operations in Somalia. The move comes as the U.S. Embassy in Nairobi issued heightened security alerts warning of possible terrorist threats in Kenya.

U.S. officials describe ISIS-Somalia as one of the most active ISIS affiliates in Africa. The group raises money through extortion, kidnappings, money laundering, arms trafficking, and local taxation. It also makes use of piracy, illegal fishing, and newer tools such as mobile money and cryptocurrencies.

ISIS-Somalia was formed in 2015 under Abdulqadir Mumin, a former al-Shabaab cleric. The group operates from the Cal Miskaad mountains in Puntland. Since its creation, it has recruited foreign fighters and expanded operations, fueling regional concerns.

Puntland forces launched operations against ISIS strongholds in December 2024. Several positions were retaken, and hideouts with foreign passports were discovered. Officials said the campaign received support from U.S. and UAE forces.

The embassy warning referenced sensitive dates, including the anniversaries of the September 11, 2001, attacks in the U.S. and the 2013 Westgate Mall attack in Nairobi. Officials also noted concerns that the October 7, 2023, Hamas attack on Israel and the Gaza conflict could motivate extremists.

Kenya has suffered repeated attacks since deploying forces to Somalia in 2011. The 1998 embassy bombing in Nairobi killed 213. The 2013 Westgate siege left 67 dead. In 2015, the Garissa University assault killed 148, and the 2019 Dusit hotel attack left 21 dead.

The current advisory listed potential targets including hotels, embassies, schools, shopping centers, and places of worship. Kenyan forces have increased patrols and surveillance in major cities.

The reward program is open to anyone with credible information on ISIS-Somalia’s finances. Officials said qualifying informants may receive compensation and relocation assistance.
